Understanding The 2019 Changes To The SBIR & STTR Programs

     In April 2019, the U.S. Small Business Administration (SBA) revised the policy directives that govern the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Programs.  In this webinar, Mark Amadeo discusses briefly the policy directive changes including the combining of the separate SBIR & STTR policy directives into one unified directive, the change in the length of the data rights protection period to 20 years, and the elimination of protection period extensions during subsequent SBIR & STTR awards.  The webinar also reviews the new policy directive's clarifications to SBIR and STTR data rights applicable during the data rights protection period and to Phase III award preferences in favor of Phase I and II awardees.
