Webinar: Understanding The 2019 Changes To The SBIR & STTR Programs - A Review Of The SBA's Policy Directive Amendments

Date:  August 29, 2019

Time:  12:30 pm (EDT) to 1:30 pm (EDT)

Presenters:  Mark A. Amadeo, Principal, Amadeo Law Firm, PLLC

Synopsis:  Earlier this year, in April 2019, the U.S. Small Business Administration (SBA) revised the Policy Directives that govern the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) Program. The revisions, which became effective May 2, 2019, include several significant changes to the SBIR and STTR Program, including combining the separate SBIR & STTR Policy Directives into one document. The Policy Directive amendments also made clarifications to the SBIR and STTR data rights applicable during the protection period, as well as to the Phase III award preference to Phase I or II awardees. Perhaps the most significant changes, however, are to the length of the SBIR/STTR Data Rights protection period, which is now 20 years, and the elimination of perpetual extensions in SBIR/STTR data rights protection. In this webinar we will discuss the SBIR/STTR Program changes and the unique opportunities still available to small businesses under the SBIR and STTR Program to develop commercially viable innovative technologies.
